Hawaii Power Grid Resiliency Against Cyclones

Summary

These comprehensive reports were prepared to assist with reinforcing energy resiliency and preparedness for the Hawaiian Islands. Historically, Hawaii has shown vulnerability to relatively small-scale hurricanes—even without direct landfalls—resulting in prolonged power outages. In contrast, the Philippines has dramatically improved its power grid resilience over the past 20 years, leveraging its experience with direct landfalls from Category 3 to 5 typhoons.

The latest report is the most updated for 2026. It is a 33-page review on energy infrastructure resilience and examines the cyclones Lala, Moke, Lowell and Nolo; the performance of Hawaiian Electric, MECO, HELCO, KIUC and the DoD utilities; and what the Philippine transmission, distribution and regulatory record can usefully teach an isolated island system.
